Understanding what Catholic Bishops’ Conferences are. What is an episcopal conference in the Catholic Church?
In the life of the Church, the institution of bishops’ conferences plays a significant role. A bishops’ conference (also called an episcopal conference) is a permanent assembly of the Catholic bishops of a given territory (typically a nation or region), who jointly exercise certain pastoral functions for the faithful of that territory.
Why Do They Exist?
The roots of bishops’ conferences lie in the Church’s understanding of episcopal collegiality and the need for bishops to consult and collaborate in responding to the pastoral challenges of their region. The Second Vatican Council under the Decree Christus Dominus (1965) encouraged the bishops of each country, or region, to form an assembly for concerted pastoral action.
Subsequently, by the motu proprio Ecclesiae sanctae (1966) and canon law (canons 447–459 of the 1983 Code of Canon Law), the juridical standing of episcopal conferences was established.
In simplest terms, bishops’ conferences exist so that the bishops, in their local Churches, can:
- Share common pastoral strategies tailored to the circumstances of time and place;
- Promote and coordinate aspects of evangelization, catechesis, liturgy, social-action and other ministries across dioceses;
- Offer mutual support and structured collaboration among bishops and their dioceses;
- Serve the common good of the faithful entrusted to them.
How They Fit Into Church Governance
In the hierarchical structure of the Catholic Church, each diocesan bishop has immediate responsibility for his diocese (cf. canon 381). At the same time, bishops are united in communion with the Pope, and share in the pastoral-governance of the Church. The bishops’ conference does not supplant a diocesan bishop’s individual authority; rather it is a cooperative body.
Key points of their relation to Church governance:
- The conference is a consultative body of the local bishops; it is not a “super-bishop” over them.
- When a bishops’ conference issues joint statements or doctrinal-pastoral norms, under certain conditions these can exercise authentic magisterium (teaching authority) — for example when approved unanimously or by two-thirds plus recognitio of the Holy See.
- The conference often works through plenary assemblies of bishops, commissions and secretariats, coordinating issues at a national or regional level.
- The conference operates in communion with the universal Church — it remains subject to the Holy See and contributes to the life of the universal Church through the episcopal college.
Bishops’ conferences in essence serve a bridging role between the local diocese and the universal Church and between individual bishops and collective pastoral action.
What They Do
A bishops’ conference undertakes many functions in the life of the Church of its territory, including but not limited to:
- Establishing guidelines for liturgy, catechesis, education, clergy formation, social-justice and charitable action adapted to the local context.
- Publishing joint pastoral letters, guidelines, and other official documents on matters of faith and morals, evangelization, liturgy, moral issues, and the Church’s engagement with society.
- Coordinating national or regional efforts for Catholic institutions (schools, hospitals, social-service agencies), ecumenical and inter‐religious dialogue, communications, youth ministry, migrant ministry, etc.
- Facilitating training, research, and mutual collaboration among dioceses.
- Representing the local Church in relations with civil society, government, and international Catholic organizations. For example, the United States Conference of Catholic Bishops states its mission as: to unify, coordinate, encourage, promote and carry on Catholic activities in its country, support evangelization, and assist each bishop in fulfilling his ministry.
- Responding to contemporary issues (ethical, societal, cultural) with a unified voice of the episcopacy in a given region.
- Coordinating with regional or continental associations of bishops’ conferences (for example, the Federation of Asian Bishops’ Conferences, the Council of European Bishops’ Conferences, etc.).
Bishops’ conferences enable Catholic bishops to respond more effectively to the needs of the Church in a given locality, while remaining rooted in the universal mission of the Catholic Church.
